JASPER — Lisa Dowers Duet was selected as the new director of the Jasper Advertising and Promotion Commission. Darrell Davis, the city council member appointed to the JAPC, made the formal announcement at the July 20 city council meeting. Duet succeeds Michelle Martin who had resigned. Duet has already been doing a good job helping the Little Buffalo River Convention & Visitors Center at 200 N. Spring Street become operational during the past week. The building has been open as much as possible, Jasper Mayor Michael Thomas told the council. The center will have flexible hours for a while. The JAPC director is only allowed to work 30 hours a week, 10 of which are allotted to working at the center. Thomas said he discussed with Duet about the possibility of reducing her hours to 20 a week if a part-time employee can be hired to operate and maintain the center. The director would continue to work out of an office there, he added. There is a possibility that the city could get a Senior Community Service Employment Program grant to hire a person aged 55 and older on a part-time basis, however, that person must be supervised by a city employee, Thomas added. The grant is administered by the AARP Foundation. Thomas said once it is learned how much the center is being used, the need for personnel can be adjusted, he said. The council authorized the mayor to hire a part-time employee for the center, allowing a maximum of 20 hours per week. The city received the building as a donation and used both grants and city funds to remodel what was the former Buffalo Theater and later a bakery. The front portion of the building was used by the Arkansas Game & Fish Commission during the recent Buffalo River Elk Festival to register applicants for the on-site drawing for elk hunt permits. The building has public restrooms, a reception area and venue space large enough for small social gatherings, public meetings or training sessions as well as office space. Thomas announced that the new sound system, purchased through a state grant, has been installed on the Bradley Park stage. He reported the Jasper School District Board of Eduction has agreed to partner with the city in a grant application to purchase and install a new scoreboard for the baseball fields at the park. The application will be submitted before the current grant cycle deadline. If the grant is approved the new scoreboard could be operational by the time the Jasper School's ball teams take the field next spring. Work on the historical Pruitt Bridge display at the park has begun though progress will be slow. The display will be built of steel from the bridge that was removed. Donations are being accepted by the city to pay for the project. In other old business the Information Technology Committee reviewed a contract that was received from a firm to secure the city's computer system. Last November a cyber attack against Apprentice Information Systems over a weekend affected much of the state's county government systems, including Newton County's. The state legislature passed House Bill 1780 concerning Cybersecurity Insurance; To Establish The Arkansas Self-funded Cyber Response Program and the Arkansas Cyber Response Board. It also creates the Arkansas Self-funded Cyber Response Program Trust Fund. The city's budget includes an appropriation to purchase information technology services. The city had received some proposals from companies and one in particular provided a cost estimate for a 3-year contract. The $950 a month fee falls within the city's budget. The council agreed to move forward on the contract, but Thomas said the city will have to rebid for the service. Thomas also noted that the Public Works Department was reorganized with some employees moving to new positions due to a vacancy in a key position. Now, a new vacancy exists for a general maintenance supervisor, but the need for that position will be re-evaluated as a part-time worker is filling in where needed.
